What things would you suggest to support people with their career journeys?

Data clearly shows that people struggle to progress in the NHS. On recent colleague shared it took 13 tries to progress from an Service Manager (Band 8a) to a Service Manager (Band 8b). It really shouldn't be that hard. 

What things could we put in place to support people in their career journeys?

How can we ensure people who want to progress are more visible to recruiters?

I believe staff should be identified as having talent to progress by their own team/service leads/managers and encouraged to train for the higher position rather than they having to apply, usually to a different department where things are not so apparent that it takes several attempts to achieve one's goal.
